Library Development Policy
The purpose of the Development Policy is to provide a framework for the maintenance and development of the Bimtech Library's collections, to indicate priorities, to establish selection criteria across the range of different subjects, languages and media and to create a consistent and coherent basis for the future development of the collections.. The policy is an inclusive statement of aims rather than a description of the collections which have been built up in the past. The policy provides guidance to staff engaged in development. It is not exhaustive in its provisions and not every item considered for acquisition will be unambiguously included or excluded by the policy. In the past much has depended on an individual's knowledge, experience, common sense or intuition and this will continue to be so. The collection development policy complements these qualities.
It is intended to provide information to staff, suppliers and to readers about the principles on which the collections are acquired, to create an awareness of the objectives and to form the basis for future developments and modifications as circumstances require.
The mission of BIMTECH Library
The mission of Bimtech Library is to deliver world-class library and information services to meet the needs of the local, national and international scholarly community and to support the Institute’s mission to contribute to society through the pursuit of education, learning and research at the highest international levels of excellence.
It will achieve this through:
- the acquisition, organisation and dissemination of library materials
- support for the exploitation by users of the rich and diverse collections
- the development of a highly motivated, knowledgeable and skilled staff
- the preservation and housing of the collection for future generations
- the cost-effective management of resources.
Key assumptions
- Bimtech is, and intends to remain, a top B-school status and, similarly, the Library intends to maintain its status.
- Library services will have to be provided in a more complex and challenging environment. The Library will continue to offer a ‘hybrid library’ service, combining paper and electronic resources as appropriate in each subject area. The growth of electronic resources will not be matched by an equivalent decline in the publication or use of traditional paper-based library resources, except possibly in some of the areas. The Library will have to meet the challenge of providing an integrated infrastructure for research, by expanding the digital library and at the same time safeguarding the print collections that still underpin research in many subjects. Planning will be needed for a potential move to electronic-only provision of journals in some of the areas.
- Developments in ICT will allow more sophisticated services to be offered, and the growth in computer literacy and widespread use of computers by all groups of user will lead to expectations for more library services to be delivered directly to the desktop.
- There will be no significant reduction in the output of traditional paper-based publishing except for journals in some areas; the Library will therefore continue to need additional storage space.
- The Library will play a major role in the implementation of the Institute’s Information Strategy, particularly through the provision of an institutional repository based on the GDLS technology.
- To strengthen the world class collections
- Revise, and keep under review, the Collection Development Policy, to ensure an appropriate balance of acquisitions across subjects and languages, in paper and electronic format, to meet the expressed needs of users and within the available budget.
- To enhance availability and accessibility of the collections and other information resources
- Improve access to the collections via the online catalogue.
- Improve accessibility of collections and resources by utilising the web to the full
- Improve understanding of the needs of the user community.
- Ensure that readers are provided with an appropriate level of guidance on the use of the Library and its resources
- To optimise the environment for study and research
- Improve the physical infrastructure and interior of the Library building
- Ensure that readers and Library staff are provided with appropriate hardware and software to access and manipulate the resources they need
- To ensure that the collections are adequately housed and preserved
- Ensure that appropriate storage is provided for the collections
- Prepare and implement a preservation policy for all parts of the collections
- ensure that an adequate technical infrastructure is in place
- Review and develop hardware and software for the Voyager system
- To develop partnership and collaboration
- Work with other libraries regionally and nationally as appropriate
- Maintain relation and networking with other libraries on local and national level
- Work with other libraries on an international basis as appropriate
- To ensure support from high quality staff
- Implement the Institute’s HR strategy insofar as it affects Library staff
- In the light of new service demands and expected staff changes, ensure that staff are equipped with appropriate skills and work within an efficient management structure
- Ensure that staff work in a safe and comfortable environment and improve awareness of latest issues among staff.
Purpose of the Collection
The primary function of the Bimtech Library is to support the research and teaching needs of the institute. This responsibility includes providing material for current research and teaching as well as anticipating future needs, taking into account the development and introduction of new teaching programmes and new areas of research .
Book Selection, Procurement Policy and Procedure
- Selection for purchase is made by specialist staff, thus providing continuity, consistency and breadth of coverage. The Bimtech Library welcomes recommendations from regular faculty, visiting faculty, experts from industry, departments, regular students, alumni of bimtech and research scholars , including for books on reading lists, and from individual library users. When an item is relatively expensive, or is considered to be of highly specialized interest, acquisition on inter-library loan might be more appropriate than purchase. Recommendations may be rejected if they fall outside the selection criteria described in this document or on the grounds of cost, particularly when a continuing financial commitment, such as a periodical subscription, is involved.
- The Bimtech Library upholds the principle of free speech and does not discriminate against material on the grounds of race, religion, sex, political controversy or social acceptability. Serious books or periodicals falling within the normal criteria for selection but expressing opinions or containing illustrations which might be considered blasphemous, offensive or distasteful are acquired, subject to any legal restrictions.
- Director and convener of library committee will be the final approval authority for procurement of any type of material in library.
- Librarian will also be empowered to select and place the order of resource , if he/ she feels the that the material will be useful for library.
- a limit, all users of library will also be allowed to purchase books directly from market and can submit the bill along with the book in library for reimbursement.
Procedure of Procurement
- Demands are filled in demand form by the concern person.
- Listed item are checked in existing record, if the record is available in library with sufficient quantity then the person will be informed and the form will not be processed. But if the record is not available then demand form will be send to Convener for approval.
- After approval, the material will be ordered to regular vender for supply.
- At the time of delivery by the vender, complete material is cross checked on two places : – on security gate and by technical staff of library.
